2011 TAX BILLS:  Tax bills were mailed out on Wednesday, December 14th.  Copies are available at the town hall office during regular business hours.  The Treasurer was in the office on Monday evening, December 19th; he will be in the office on Thursday, January 26, 2012 for those who want to pay their bill in person.

RECYCLING CALENDARS for 2012:  Magnetic calendars for 2012 showing recycling collection dates are available at the town hall. Winnebago County's Household Hazardous Material Facility schedule is also available at the town hall. 

 

REPRESENTATIVE RICHARD SPANBAUER held a "town hall" meeting at the Black Wolf town hall on October 31st, 2011.   

 

CHANGE IN BUILDING INSPECTOR HOURS:  Dave Frank will no longer hold regular office hours at the town hall on Tuesday evenings.  To make an appointment call Dave directly at (920) 233-1999.

 

FALL 2011 NEWSLETTER:   The Fall Newsletter was mailed out the first week in October.  Contact the office if you do not receive a copy.  Newsletters are mailed out in Spring and Fall.  Check the "Newsletter" page  of this site for the current and prior Newsletters.

 

 JOINT HEARING-COOPERATIVE PLAN AGREEMENT: The Black Wolf Town Board and the Oshkosh City Council held a joint hearing on the proposed Cooperative Plan on Oct. 3, 2011 at 7 p.m.  One purpose of the Cooperative Plan is the establishment of long-term boundaries between the Town and the City in order to reduce annexation disputes and to minimize the fragmentation of the Town into discontinuous geographic areas and irregular peninsulas. Copies of the proposed Agreement are available at the Town Hall. Public comments were taken at the meeting and additional comments could be made until December 3, 2011.    

 

BUDGET MEETING:  The Budget Meeting was held on Monday, November 14, 2011 at 6:30 p.m.  The Budget Worksheets were available prior to the meeting.  The Town Board meeting followed at 7:00 p.m.

 

ELECTION DATES AND CHANGES:  The Primary Recall Election was held on July 12, 2011-39% voter turnout; the General Recall Election was held on August 9, 2011-67% turnout.  Changes to the election laws, including voter photo ID, are detailed on the "Elections" page on this site. For 2012 the first election will be held on Tuesday, April 3rd.  

 

SUPERVISOR I POSITION:  The town welcomes Mike Pollack as its new appointed Supervisor to fill the remainder of Tom Herzing's term.   

 

OPEN BOOK/BOARD OF REVIEW DATES 2011:  Bowmar Appraisal held the Open Book on Thursday, June 2nd at the Town Hall.  

   Board of Review was held on Wednesday, June 8th. No property owners appeared at the BOR to contest their 2011 property valuation.

QUIET ZONE/RAILROAD CROSSINGS:  Quick Curbs were installed at the Fisk and Ripple Road crossings in order to meet the required threshold for establishing a Quiet Zone throughout the town.  The Quiet Zone took effect on May 12, 2011. "No Train Horn" signs have been put up at all crossings indicating the change.  Road repair was done at Fisk & Ripple.

 

ANNUAL MEETING: The Annual Meeting is held the 2nd Tuesday in April by State Statute. In 2011 it was held on April 12th, 7:00 p.m., Town Hall. 

 

SPECIAL MEETING: Future planning for bike and pedestrian paths, green spaces and recreational spaces was discussed in April, 2011 @ Town Hall. Future meetings will be planned once the City completes its overall plan.   

 

SANITARY DISTRICT TREASURER:  In 2010 Tony Putzer retired as Treasurer of the Sanitary District.  Jennifer Oleson, has taken over the position.  Contact Jenny at (920) 420-1208 with any questions.

 

RADON TEST KITS:  Radon test kits from Winnebago County are available at the Town Hall at a cost of $5.00 each.  Individual results from the testing will be provided to each participant.  The town receives an overall summary.

 

STORM WATER UTILITY DISTRICT: The town of Black Wolf created a Storm Water Utility District in 2010 to address flooding issues in the town. 2010 Storm Water District Surcharge: A separate line item was put on the 2010 tax bill. The $12.50 per tax parcel surcharge funded the Storm Water account.  For 2011 the charge is included in the general levy.  The SWUD Committee holds meetings the 3rd Monday of each month. 

    

OPEN HOUSE:  The town of Black Wolf celebrated its 160 Year Anniversary on Sunday, September 26th, 2010. The Historical Committee compiled past information and pictures which were put in a booklet; the booklet can be purchased at a cost of $15.  A CD or DVD, with 20 minutes of pictures and music, is also available for $5.  The Open House was enjoyed by all who visited; cookies and punch were served, many displays were made highlighting the town's history, and the Van Dyne Vollunteer Fire Dept. brought over fire trucks and equipment for everyone to view.

TAX COLLECTON:  The Treasurer included his tax collection and dog licensing information in the Fall Newsletter and in the "Tax Collection" section of this website.  Reminder: Tax payments made after January 31st must be paid directly to Winnebago County.  Any payments made after that date will be returned.   

 

DOG LICENSES:  Effective November 1, 2011 town ordinance will be changed to allow three (3) dogs/residence in residential.

   The cost for dog licenses in 2011 is the same as least year: $3.00 for spayed/neutered dogs and $8.00 for dogs not spayed or neutered. 

   All dogs 5 months or older must be licensed.

GARBAGE/RECYCLING COLLECTION:  The Special Assessment for 2011 is $156/household/year, or $13/month; $1/month more than for 2010. Please contact the office if you need trash and/or recycling carts. 
   Effective October, 2009 trash and recycling materials are picked up on Wednesdays only - there will no longer be a Monday pickup in the town.       If a holiday falls during the week, before Wednesday, collection will be on Thursday of that week.  See the recycling calendar on the "Garbage- Recycling" page of the website.

FIRE NUMBERS: The Town began replacing its fire sign numbers starting in September of 2009. The new signs will run perpendicular to the road (instead of horizontal) and be printed on both sides with reflective material. An informational letter was mailed to residents in early September explaining the process.
   The Van Dyne Fire Dept. recommended the Town use white lettering on   a blue background.  Once the signs are set in place, they must remain there and not moved to posts, mail boxes or put on the residents houses.  It is important that they are placed the same way and height for spotting by rescue personnel and others.

HOUSEHOLD HAZARDOUS MATERIAL SCHEDULE: The Winnebago County Household Hazardous Materials Collection Facility has provided information on hazardous materials and a calendar/schedule of the dates and times hazardous materials are accepted at their facility. This information is available at the Town Hall, along with its revised Recycling brochure.

BRIDGE REPLACEMENT PROJECTS: In early August, 2009 the replacement bridges at Lone Elm and Koelpin were completed.  Donohue & Assoc. provided the project information and plans for reconstruction of the Lone Elm (County line) and Koelpin Road bridges over Van Dyne and Willow Harbor Creeks in the Town of Black Wolf.  The bridge work was completed on time. 

   Bids for engineeing work on the Black Wolf Ave. bridge were taken in September, 2011, with work to begin in 2012. 

SURFACE WATER DRAINAGE ANALYSIS -  Dean Kaderabek with the Winnebago County Land and Water Conservation Department gave a

power point presentation of the booklet that has been prepared for the Town 
    Surface Drainage Analysis booklets are available for sale at the Town    Hall Office at a cost of $8.00 each.  


COMPREHENSIVE PLAN:  Members of the Black Wolf Town Board began meeting with Warren Utecht from Martenson & Eisele in November, 2007 regarding finalizing the Comprehensive Plan for the Town.  A joint meeting with the Town of Friendship was held on February 26, 2008.  The proposed Plan was reviewed at the Oct. 7th Planning & Zoning meeting with members of the Town Board and other committee members.  A Public Hearing on the proposed Comprehensive Plan was held on Monday, November 17, 2008 at which time the Comprehensive Plan was adopted.

SNOWPLOWING PRIVATE ROADS:  A Public Hearing was held on Monday, November 24, 2008 to discuss requirements for continuance of snow plowing private roads. Residents living on private roads were mailed an informational letter. Following comments at said meeting, a decision was made by the Town Board to continue snowplowing private roads at no additional cost to residents. A letter was drafted by the Town's attorney outlining this decision and mailed to residents living on private roads.

BOUNDARY AGREEMENT MEETINGS: Members of the Black Wolf Town Board met with the City of Oshkosh in November, 2007 and January, 2008 to discuss a Boundary Agreement between the City and the Town.  A joint hearing with the City of Oshkosh was held on Monday, October 3, 2011.

NOTICE FROM SANITARY DISTRICT:  All work performed on sewer laterals requires a permit which can be obtained by calling Scott Mateyka at (920) 216-6773.  Sewer lateral work will be subject to inspection.  A 48-hour notice must be given to our Inspector prior to commencement of work.  Remember, only a licensed plumber can make repairs to sewer laterals outside of the foundation. 

BUILDING INSPECTION PERMIT FEES:  Effective March 1, 2011, the Building Inspection Permit Fees were updated. This newly revised Schedule of the Building Inspection Permit Fees is available at the Town Hall and on the "Forms" page of this website.  Contact Dave Frank at (920) 233-1999.

MINUTES FROM TOWN BOARD MEETINGS:  Following a suggestion at the Town Annual Meeting, approved minutes from the Town Board meetings follow the corresponding month's agenda.  Minutes and agendas for the past year are shown on the "Agendas-Minutes" page of this website.  

 

SANITARY DISTRICT PAYMENTS:  To accommodate residents wishing to drop off their user fee payment, a drop box has been installed on the entrance door of the Sanitary District Office at 6283 County Road R which is at the corner of Black Wolf Ave. and County Road R.

MEETING DATES

   The Town Board meets the second Monday of each month, 7:00 p.m.

   The Planning and Zoning Committee meets the first Tuesday of each month, 6:30 p.m., or 7:00 p.m. for a public hearing.

 

   The Stormwater Utility District Committee meets the third Monday  of each month, 6:00 p.m. 

 

   The Plan Commission meets as needed. Check the posting boards.
