OPEN HOUSE:  Black Wolf will celebrate its 160 year anniversary in 2010.

The Historical Committee is compiling past information and pictures which will be put in a booklet and available to residents this fall.  A CD with pictures will also be available.  An Open House is scheduled for Sunday, September 26, 2010 from 1:00 - 4:00 p.m.  Additional information will be provided in the Fall Newsletter.

 

OPEN BOOK/BOARD OF REVIEW 2010:  Open Book was held on Tuesday, June 8th and the Board of Review on Thursday, June 17. John Bodouski  from Bowmar Appraisal was at the Town Hall to answer questions about assessments during Open Book.   If you have questions about your assessment, please contact Bowmar Appraisal at (920) 733-5369.

TAX COLLECTON:  The Treasurer included his tax collection and dog licensing information in the Fall 2009 Newsletter and in the "Taxes/Dogs Info." section of this website . Reminder:Tax payments made after January 31, 2010 must be paid directly to Winnebago County.  Any payments made after that date will be returned.   

 

DOG LICENSES:  The cost for dog licenses is the same as least year: $3.00 for spayed/neutered dogs and $8.00 for dogs not spayed or neutered.  All dogs 5 months or older must be licensed.  Town ordinance allows only two dogs/residence. Dog licensing information is contained in the Fall, 2009 Newsletter.  See the "Taxes/Dogs Info." page on this site.

GARBAGE/RECYCLING COLLECTION:  The Special Assessment for 2009 is $118/household/year plus an additional $40.00 for each cart you received.  Please contact the office if you have not received your carts.
   Effective October, 2009 garbage and recycling will be picked up on Wednesdays only - there will no longer be a Monday pickup in the town.  The first collection day was Wednesday, October 7, 2009.                            Following a holiday, collection will be on Thursday of that week.

FIRE NUMBERS: The Town began replacing its fire sign numbers starting in September of 2009. The new signs will run perpendicular to the road (instead of horizontal) and be printed on both sides with reflective material. An informational letter was mailed to residents in early September explaining the process.
   The Van Dyne Fire Dept. recommended the Town use white lettering on   a blue background.  Once the signs are set in place, they must remain there and not moved to posts, mail boxes or put on the residents houses.  It is important that they are placed the same way and height for spotting by rescue personnel and others.
   Highway 45, Fond du Lac Road, Lone Elm and Howlett received new fire signs in 2009.

   Additional roads will receive new fire sign numbers in 2010.

2010 HOUSEHOLD HAZARDOUS MATERIAL SCHEDULE: The Winnebago County Household Hazardous Materials Collection Facility has provided information on hazardous materials and a calendar/schedule of the dates and times hazardous materials are accepted at their facility. This information is available at the Town Hall, along with its revised Recycling brochure.

BRIDGE REPLACEMENT PROJECTS: In early August, 2009 the replacement bridges at Lone Elm and Koelpin have been completed.  Donohue & Assoc. had provided up to date project information and plans for reconstruction of the Lone Elm (County line) and Koelpin Road bridges over Van Dyne and Willow Harbor Creeks in the Town of Black Wolf.  The bridge work was completed on time.  The bridge on Black Wolf Ave. will be looked at next    for possible replacement.

SURFACE WATER DRAINAGE ANALYSIS -  Dean Kaderabek from the Winnebago County Land and Water Conservation Department gave a

power point presentation of the booklet that has been prepared for the Town at the Planning & Zoning Committee meeting on April 8th.
    Surface Drainage Analysis booklets are available for sale at the Town    Hall Office at a cost of $8.00 each.  


RADON TESTING:  Radon test kits are available at the Town Hall, at a

cost of $5.00 each, for those interested in taking a sample from their home.


COMPREHENSIVE PLAN:  Members of the Black Wolf Town Board began meeting with Warren Utecht from Martenson & Eisele in November, 2007 regarding finalizing the Comprehensive Plan for the Town.  A joint meeting with the Town of Friendship was held on February 26, 2008.  The proposed Plan was reviewed at the Oct. 7th Planning & Zoning meeting with members of the Town Board and other committee members.  A Public Hearing on the proposed Comprehensive Plan was held on Monday, November 17, 2008 at which time the Comprehensive Plan was adopted.

SNOWPLOWING PRIVATE ROADS:  A Public Hearing was held on Monday, November 24, 2008 to discuss requirements for continuance of snow plowing private roads. Residents living on private roads were mailed an informational letter. Following comments at said meeting, a decision was made by the Town Board to continue snowplowing private roads at no additional cost to residents. A letter was drafted by the Town's attorney outlining this decision and mailed to residents living on private roads.

BOUNDARY AGREEMENT MEETINGS: Members of the Black Wolf Town Board met with Jackson Kinney from the City of Oshkosh in November, 2007 and January, 2008 to discuss a Boundary Agreement between the City and the Town.  The proposed boundary agreement was discussed at the Annual Meeting, April 8, 2008.   A meeting to review the agreement was held with the City of Oshkosh on Monday, July 14, 2008.  A Public Hearing was held on September 16th. Information is in the Fall, 2008 Newsletter as to the status of this agreement.

NOTICE FROM SANITARY DISTRICT:  All work performed on sewer laterals requires a permit which can be obtained by calling Scott Mateyka at (920) 216-6773.  Sewer lateral work will be subject to inspection.  A 48-hour notice must be given to our Inspector prior to commencement of work.  Remember, only a licensed plumber can make repairs to sewer laterals outside of the foundation. 

QUIET ZONE/RAILROAD TRACK CROSSING REPAIRS:  Work was done in fall, 2007 on the railroad crossings in the Town.  Crossings had new ties put in and blacktop work done.  The Town has contracted with Ruekert-Mielke, an engineering firm, to complete the quiet zone process.  Updated information is in the Newsletter.

BUILDING INSPECTION PERMIT FEES:  Effective July 1, 2006, the Building Inspection Permit Fees were updated. This newly revised Schedule of the Building Inspection Permit Fees is available at the Town Hall and on the "Forms" page.

BUILDING INSPECTOR HOURS:  Building Inspector Dave Frank will be in the Town Hall Office on Tuesday evenings, from 6:00-7:00 p.m. to issue building permits.  Dave can also be reached at home:(920) 233-1999.

MINUTES FROM TOWN BOARD MEETINGS:  Following a suggestion at the Town Annual Meeting, approved minutes from the Town Board meetings follow the corresponding month's agenda.  Minutes and agendas for the past year are shown on the "Agendas-Minutes" page of this website.  

 

SANITARY DISTRICT PAYMENTS:  To accommodate residents wishing to drop off their user fee payment, a drop box has been installed on the entrance door of the Sanitary District Office. The Sanitary District Office is located at 6283 County Road R which is at the corner of Black Wolf Ave. and County Road R.

MEETING DATES: 

   The Town Board meets the second Monday of each month, 7:00 p.m.

   The Planning and Zoning Committee meets the first Tuesday of each month, 6:30 p.m., or 7:00 p.m. for a public hearing.

 

   The Plan Commission meets the 4th Monday of each month.


Public hearings start at 7:00 p.m. Check the posting board for specific times for each meeting. Other committees meet as needed.   Meeting notices are posted on the three posting boards around town and at the Town Hall. See the "Meeting Calendar" page for more information.
