TOWN HALL MEETING: Representative Richard Spanbauer will hold a "town hall" meeting on Tuesday, March 16, 2010 from 11:30 a.m. to 12:30 p.m. at the Black Wolf town hall.
OPEN HOUSE: Black Wolf will celebrate its 160 year anniversary in 2010. A Historical Committee is compiling past information and pictures to be put in a booklet which will be available to residents this fall. An Open House has been tentatively scheduled for Sunday, September 26, 2010 in the afternoon. Additional information will be provided later this year.
TAX COLLECTION: The Treasurer included his tax collection and dog licensing information in the Fall 2009 Newsletter and in the "Taxes/Dogs Info." section of this website . Reminder - Tax payments made after January 31, 2010 must be paid directly to Winnebago County. Any payments made after that date will be returned. Contact the office if you have any questions. The Treasurer was in the office on Tuesday, Dec. 22nd and Thursday, Jan. 21st for tax collection.
DOG LICENSES: The cost for dog licenses is the same as least year: $3.00 for spayed/neutered dogs and $8.00 for dogs not spayed or neutered. All dogs 5 months or older must be licensed. Town ordinance allows only two dogs/residence. Dog licensing information is contained in the Fall, 2009 Newsletter. See the "Taxes/Dogs Info." page on this site.
GARBAGE/RECYCLING COLLECTION: The Special Assessment for 2009 will be $118/household/year plus an additional $40.00 for each cart you received. Please contact the office if you have not received your carts. The Town Board voted at its August meeting to select Toter, Inc. as its cart vendor. The letter to residents giving them a choice of size carts stated 35 gallon, 65 gallon and 96 gallon sizes. Toter does not make a 35 gallon size, but provided a 48 gallon for those who wanted a smaller size cart for garbage or recycling. The design shape will work better than the tall, narrow 35 gallon cart. The Town Board chose a blue granite base for both carts, with a blue lid for recycling and a black lid for the garbage carts. The carts were delivered to homes before the first pickup on October 7th, 2009. A Garbage/Recycling information guide was placed in the carts. An informational letter was mailed to residents in early September, along with a Recycling Guide. Effective October, 2009 garbage and recycling will be picked up on Wednesdays only - there will no longer be a Monday pickup in the town. The first collection day was Wednesday, October 7, 2009. A Recycling Guide can be found on the "Garbage-Recycling" page. ============================================================================================================= FIRE NUMBERS: The Town began replacing its fire sign numbers starting in September of 2009. The new signs will run perpendicular to the road (instead of horizontal) and be printed on both sides with reflective material. An informational letter was mailed to residents in early September explaining the process. The Van Dyne Fire Dept. has recommended the Town use white lettering on a blue background. Once the signs are set in place, they must remain there and not moved to posts, mail boxes or put on the residents houses. It is important that they are placed the same way and height for spotting by rescue personnel and others. Highway 45, Fond du Lac Road, Lone Elm and Howlett were the first roads to have the new fire signs. Additional roads will receive new fire sign numbers in 2010.
2010 HOUSEHOLD HAZARDOUS MATERIAL SCHEDULE: The Winnebago County Household Hazardous Materials Collection Facility has provided information on hazardous materials and a calendar/schedule of the dates and times hazardous materials are accepted at their facility. This information is available at the Town Hall, along with its revised Recycling brochure.
OPEN BOOK/BOARD OF REVIEW DATES: Dates for 2010 have not yet been scheduled. Bowmar Appraisal conducted the Open Book for Black Wolf residents on Tuesday, June 2, 2009. This was the time to go over your assessment and ask questions or concerns to John Bodouski. The Board of Review was held on Thursday, June 18, 2009. Objection forms had to be filed with the Clerk of the Board of Review at least 48 hours before the Board of Review convened, unless the Board of Review chose to waive this requirement. BRIDGE REPLACEMENT PROJECTS: As of early August, 2009 the replacement bridges at Lone Elm and Koelpin have been completed. Donohue & Associates had provided up to date project information and plans for reconstruction of the Lone Elm (County line) and Koelpin Road bridges over Van Dyne and Willow Harbor Creeks in the Town of Black Wolf. The open-house meeting was held in the Black Wolf Town Hall in June, 2007. Engineering work was finalized in 2008 with construction on the Koelpin bridge beginning in May, 2009 and the Lone Elm bridge in June, 2009. A pre-construction meeting was held at the Town Hall on May 13, 2009. A regularly scheduled progress meeting, open to the public, was held every Thursday at 9:00 a.m. at the trailer on Lone Elm and County Road R. The bridge work was completed on time. The bridge on Black Wolf Ave. will be looked at next for possible replacement.
SURFACE WATER DRAINAGE ANALYSIS - Dean Kaderabek from the Winnebago County Land and Water Conservation Department gave a power point presentation of the booklet that has been prepared for the Town at the Planning & Zoning Committee meeting on April 8th. Surface Drainage Analysis booklets are available for sale at the Town Hall Office at $8.00 each.
PUBLIC HEARING - Garbage and Recycling Collection. A Public Hearing was held on Monday, March 16, 2009 to discuss proposed changes in garbage collection dates and single stream recycling. Jennifer Semrau, Recycling Specialist from Winnebago County was present to give the County's perspective and answer questions. Public Hearing minutes are available on the "Garbage-Recycling" page.
2009 GARBAGE/RECYCLING SCHEDULE: Veolia Environmental will continue to be our garbage and recycling service for 2010. Garbage and recyclables are collected on Wednesdays of every week. In October, 2009 the town changed to Single Stream recycling (combining paper with co-mingled recyclables). A cart system has been put in place with each residence receiving two carts/household at a cost of $40 each. This additional amount was added to your 2009 tax bill. Additional carts can be ordered through Veolia directly.
RADON TESTING: Radon test kits are available at the Town Hall, at a cost of $5.00 each, for those interested in taking a sample from their home. Information on this testing is in the Fall, 2008 Newsletter.
COMPREHENSIVE PLAN MEETINGS: Members of the Black Wolf Town Board began meeting with Warren Utecht from Martenson & Eisele in November, 2007 regarding finalizing the Comprehensive Plan for the Town. A joint meeting with the Town of Friendship was held on February 26, 2008. Several Plan Commission meetings were held this year, with the latest one on September 24th. The proposed Plan was reviewed at the Oct. 7th Planning & Zoning meeting with members of the Town Board and other committee members. A Public Hearing on the proposed Comprehensive Plan was held on Monday, November 17, 2008 at which time the Comprehensive Plan was adopted.
SNOWPLOWING PRIVATE ROADS: A Public Hearing was held on Monday, November 24, 2008 to discuss requirements for continuance of snow plowing private roads. Residents living on private roads were mailed an informational letter. Following comments at said meeting, a decision was made by the Town Board to continue snowplowing private roads at no additional cost to residents. A letter was drafted by the Town's attorney outlining this decision and mailed to residents living on private roads.
BOUNDARY AGREEMENT MEETINGS: Members of the Black Wolf Town Board met with Jackson Kinney from the City of Oshkosh in November, 2007 and January, 2008 to discuss a Boundary Agreement between the City and the Town. The proposed boundary agreement was discussed at the Annual Meeting, April 8, 2008. A meeting to review the agreement was held with the City of Oshkosh on Monday, July 14, 2008. A Public Hearing was held on September 16th. Information is in the Fall, 2008 Newsletter as to the status of this agreement.
NOTICE FROM SANITARY DISTRICT: All work performed on sewer laterals requires a permit which can be obtained by calling Scott Mateyka at (920) 216-6773. Sewer lateral work will be subject to inspection. A 48-hour notice must be given to our Inspector prior to commencement of work. Remember, only a licensed plumber can make repairs to sewer laterals outside of the foundation.
SEX OFFENDER NOTIFICATION: A public information meeting was held on Thursday, October 9, 2008 at the Black Wolf Town Hall, conducted by the Winnebago County Sheriff's Dept.
TAKE BACK MEDS DATE: Winnebago County has scheduled a Medication Collection (for unwanted human and pet prescriptions, over-the-counter meds including pills, capsules, liquids, creams, ointments, and inhalers). Keep the medication in the original container, do not mix meds, and keep the label on the bottle. You may cross off your name and address. The program is FREE and was held at the Senior Center on October 15th. There is an on-going concern that our ground water is being contaminated with medications. We advise everyone to safely dispose of unwanted medications. More collection dates will be scheduled.
2007 ORDINANCE CHANGES: Cell tower Ordinance: In April, 2007, the Town Board approved a language change to the Cell Tower Ordinance as follows: Towers shall be set back a minimum distance of 1000' from any residential dwelling unit, unless all residents within the 1000' setback consent in writing to a lesser setback. Dog Day Care/Kennel Ordinance: In May 2007, the Town Board approved and implemented a Dog Day Care/Kennel Licensing Ordinance which reads as follows: No dog day care/kennel shall be located i) in any zone except A-1 ii) Within 2000 yards of any residential dwelling unit, other than the residence of the owner of such dog day care/kennel, unless all residents within the 2000 yard setback consent in writing to a lesser setback. Street and Side Yard Setbacks for Properties East of Hwy. 45: In November, 2007 the Town Board approved changing the street and side yard setbacks for properties east of Hwy. 45 to match those of Winnebago County: A minimum of 30 feet setbacks from the street; and a minimum of 10 feet and 7 feet from the side yard setbacks.
WOOD STOVE ORDINANCE: The Town adopted a Solid Fuel-Fired Heating Devices Local Ordinance Regulating the Use of Solid Fuel-fired Outdoor Heating Devices within the Town Limits on June 12, 2006. Copies of the Ordinance are available at the Town Hall.
QUIET ZONE/RAILROAD TRACK CROSSING REPAIRS: Work was done in fall, 2007 on the railroad crossings in the Town. Crossings had new ties put in and blacktop work done. The Town has contracted with Ruekert-Mielke, an engineering firm, to complete the quiet zone process. Updated information is in the Fall, 2009 Newsletter.
BUILDING INSPECTION PERMIT FEES: Effective July 1, 2006, the Building Inspection Permit Fees were updated. This newly revised Schedule of the Building Inspection Permit Fees is available at the Town Hall and on the "Forms" page.
BUILDING INSPECTOR HOURS: Building Inspector Dave Frank will be in the Town Hall Office on Tuesday evenings, from 6:00-7:00 p.m. to issue building permits. Dave can also be reached at home:(920) 233-1999.

COUNTY ROAD R: Effective January 1, 2007 State Road 175 became a Winnebago County Road and renamed County Road R. The road name change extends into Fond du Lac County, County RP.

November 7th - Fall General 1,287 residents voting 68 % HAVA REQUIREMENTS: Every polling place is required to have a handicap accessible voting machine on site in 2006. A grant should cover the initial cost and software. The Diebold TSX (touch screen) machine was used at the September election with favorable comments. This new voting machine will be used along with the Accu-Vote machine the Town has been using.
TOWN HALL UPDATE: After almost 8 years, the town hall was repainted in 2008. The Town Hall has been up and running since April, 2001! We have established regular office hours: Monday, Tuesday, Thursday and Fridays from noon to 5:00 p.m. Our Zoning Administrator, Tom Verstegen, has set regular hours as follows: Mondays & Tuesdays from 5:00 to 7:00 p.m. The Building Inspector, Dave Frank, will be in the office on Tuesday evenings from 6:00 p.m. to 7:00 p.m. The old Town Hall is gone, as well as the old garage. Our flagpole and flags are in place. The Town Hall sign is in place and landscaping has been done. Automated doors were added in 2006. The Town Hall is used exclusively for civic and educational functions at no charge. We do not rent out the Town Hall for private parties at this time.
SANITARY DISTRICT PAYMENTS: To accommodate residents wishing to drop off their user fee payment, a drop box has been installed on the entrance door of the Sanitary District Office. The Sanitary District Office is located at 6283 County Road R which is at the corner of Black Wolf Ave. and County Road R. MEETING DATES: The Town Board meets the second Monday of each month, 7:00 p.m. The Planning and Zoning Committee meets the first Tuesday of each month, 6:30 p.m., unless there is a public hearing. Public hearings start at 7:00 p.m. Check the posting board for specific times for each meeting. Other committees meet as needed. Meeting notices are posted on the three posting boards around town and at the Town Hall. See the "Meeting Calendar" page for more information.
