OPEN BOOK & BOARD OF REVIEW:   The Open Book was conducted by our Appraiser, Bowmar

Appraisal, John Bodouski, on Thursday, June 5, 2008 from 12 Noon to 2:00 p.m.

   The Board of Review was held on Thursday, June l9, 2008 from 6:30 p.m. to 8:30 p.m. 

Objection  forms had to be filed with the Clerk of the Board of Review at least 48 hours before

the Board of Review is conducted, unless the Board of Review chose to waive this requirement.

 

COMPREHENSIVE PLAN MEETINGS:  Members of the Black Wolf Town Board met with Warren

Utecht from Martenson & Eisele in November, 2007 regarding finalizing the Comprehensive Plan

for the Town. A joint meeting with the Town of Friendship was held on February 26, 2008.

Meetings have been held on March 24, June 12, July 7, and August 18, 2008. The next meeting has been

scheduled for Wednesday, September 24th, starting at 6:30 p.m.

 

BOUNDARY AGREEMENT MEETINGS: Members of the Black Wolf Town Board met with Jackson

Kinney from the City of Oshkosh in November, 2007 and January, 2008 to discuss a Boundary

Agreement between the City and the Town.  The proposed boundary agreement was discussed

at the Annual Meeting, April 8, 2008.   A meeting to review the agreement was held with the

City of Oshkosh on Monday, July 14, 2008.  A public hearing has been scheduled for Tuesday,

September 16th at 6:00 p.m.

 

NOTICE FROM SANITARY DISTRICT:  All work performed on sewer laterals requires a permit

which can be obtained by calling Scott Mateyka at (920) 216-6773.  Sewer lateral work will be

subject to inspection.  A 48-hour notice must be given to our Inspector prior to commencement

of work.  Remember, only a licensed plumber can make repairs to sewer laterals outside of the

foundation. 

 

CHANGE IN OFFICE PERSONNEL:  Mona Schultz is now working as Office Assistant and Deputy

Clerk, and will be responsible for a variety of duties while working in the office.  She has lived

in the Town for the past 40  years and looks forward to serving you in her new position.

 

TREASURER:  John McDermott was appointed Treasurer in Fall, 2007. 

 

SPECIAL TOWN BOARD MEETING: Members of the Black Wolf Town Board met in September,

2007 to consider the purchase of a new maintenance/ snow plow truck for the town and

approval of additional highway expenditures.  The new Ford 550 truck was delivered in

January, 2008.  At the Annual Meeting in April, 2008 it was decided to sell the old maintenance

truck.  Bids were received and the old truck was sold at the May, 2008 Board meeting.

 

2008 HOUSEHOLD HAZARDOUS MATERIAL SCHEDULE: The Winnebago County Household

Hazardous Materials Collection Facility has provided information on hazardous materials and a

calendar/schedule of the dates and times hazardous materials are accepted at their facility.

This information is available at the Town Hall.

 

2008 GARBAGE/RECYCLING SCHEDULE: Veolia-Onyx Waste Services-Omro (formerly Superior

Services) will continue to be our garbage and recycling service for 2008. Garbage and

recyclables are collected every week, beginning in 2004.  See Recycling Schedule calendar. 

A Garbage Collection Guide and recycling information from Winnebago County are also available.

 

2008 REFRIGERATOR RECYCLING MAGNETS:  2008 Recycling Magnets are in the office.  The

recycling schedule is also on our "Garbage/Recycle" page.     

 

RECYCLE STICKERS:   "Recycle" stickers are available at the Town Hall.  These stickers should

be applied to your recycling containers to help our haulers identify recycling from regular garbage. 

 

DR. RON HEILMANN, Superintendent of the Oshkosh Area School District, was present at the

Town Board Meeting on October 8, 2007 to discuss proposed changes to the School District.  

 

TAKE BACK MEDS DATE: Winnebago County has scheduled a Medication Collection (for unwanted

human and pet prescriptions, over-the-counter meds including pills, capsules, liquids, creams,

ointments, and inhalers).  Keep the medication in the original container, do not mix meds, and keep

the label on the bottle.  You may cross off your name and address.  This program is FREE and will be

held on Saturday, September 20, from 8 am - Noon at the Sunnyview Expo Center, 500 E Sunnyview Road.

There is an on-going concern that our ground water is being contaminated with medications. 

We advise everyone to safely dispose of unwanted medications. 

 

BRIDGE REPLACEMENT PROJECTS: Donohue & Associates has provided up to date project information

and plans for planned reconstruction of the Lone Elm (County line) and Koelpin Road bridges over Van

Dyne and Willow Harbor Creeks in the Town of Black Wolf.  The open-house meeting was held in the

Black Wolf Town Hall on June 20th, 2007.  Engineering work will be finalized in 2008.

 

2007 ORDINANCE CHANGES: 

    Cell tower Ordinance:  In April, 2007, the Town Board approved a language change to the Cell Tower

Ordinance as follows:  Towers shall be set back a minimum distance of 1000'  from any residential dwelling

unit, unless all residents within the 1000' setback consent in writing to a lesser setback.  

    Dog Day Care/Kennel Ordinance:  In May 2007, the Town Board approved and implemented a Dog Day

Care/Kennel Licensing Ordinance which reads as follows: No dog day care/kennel shall be located 

i) in any zone except A-1  ii) Within 2000 yards of any residential dwelling unit, other than the residence of

the owner of such dog day care/kennel, unless all residents within the 2000 yard setback consent in writing

to a lesser setback.

    Street and Side Yard Setbacks for Properties East of Hwy. 45:  In November, 2007 the Town Board

approved changing the street and side yard setbacks for properties east of Hwy. 45 to match those of

Winnebago County: A minimum of 30 feet setbacks from the street; and a minimum of 10 feet and 7 feet

from the side yard setbacks. 

 

WOOD STOVE ORDINANCE:  The Town adopted a Solid Fuel-Fired Heating Devices Local Ordinance

Regulating the Use of Solid Fuel-fired Outdoor Heating Devices within the Town Limits on June 12, 2006.

Copies of the Ordinance are available at the Town Hall.

 

QUIET ZONE/RAILROAD TRACK CROSSING REPAIRS:  Work was done in fall, 2007 on the railroad

crossings in the Town. Crossings had new ties put in and blacktop work done.  The Town has contracted

with Ruekert-Mielke, an engineering firm, to complete the quiet zone process.

 

BUILDING INSPECTION PERMIT FEES:  Effective July 1, 2006, the Building Inspection Permit Fees were

updated. This newly revised Schedule of the Building Inspection Permit Fees is available at the Town Hall

and on the "Forms" page.

 

BUILDING INSPECTOR HOURS:  Building Inspector Dave Frank will be in the Town Hall Office on Tuesday

evenings, from 6:00-7:00 p.m. to issue building permits.  Dave can also be reached at home:(920) 233-1999.

 

MINUTES FROM TOWN BOARD MEETINGS:  Following a suggestion at the Town Annual Meeting, approved

minutes from the Town Board meetings follow the corresponding month's agenda.  Minutes and agendas

for the past year are shown on the "Agendas-Minutes" page of this website.    

 

COUNTY ROAD R:  Effective January 1, 2007 State Road 175 became a Winnebago County Road and renamed

County Road R.  The road name change extends into Fond du Lac County, County RP.

 

POLLING PLACE HOURS:  All polling places will be open from 7:00 a.m. to 8:00 p.m.

2008 ELECTIONS:              February 19th    - Spring Primary        810 Voters - 45% Voter Turnout

                                        April 1st            - Spring General       417 Voters -23%

                                        September 9th  - Fall Primary

                                        November 4th   - Presidential Election

2007 ELECTIONS: 

                                        February 20th    - Spring Primary        149 residents voting.

                                        April 3rd           - Spring General        410 residents voting.

The following individuals have been re-elected to office for a 2-year term beginning April, 2007:   

Chairman, Frank Frassetto; Supervisor I, Thomas Herzing; Supervisor II, Robert Keller, Treasurer,

Scott Altmann* (resigned in November, 2007 - John McDermott has been appointed Treasurer);

Clerk, Ellen Chmielewski; and Constable, Christopher Martell. 

2006 ELECTIONS: 

                                   February 21st     - Spring Primary            202 residents voting.

                                   April 4th            - Spring General           407 residents voting. 

                                   September 12th - Fall Primary                457 residents voting.

                                   November 7th    - Fall General            1,287 residents voting   68 %

HAVA REQUIREMENTS:  Every polling place is required to have a handicap accessible voting

machine on site in 2006.  A grant should cover the initial cost and software. The Diebold TSX

(touch screen) machine was used at the September election with favorable comments.  This

new voting machine will be used along with the Accu-Vote machine the Town has been using.

 

TAX COLLECTION:  The Treasurer included his tax collection and dog licensing information in

the Fall 2007 Newsletter and in the Taxes/Dogs Info. section of this website . Reminder

Tax payments made after January 31, 2008 must be paid directly to Winnebago County.  Any

payments made after that date will be returned.  Contact the office if you have any questions.

 

DOG LICENSES:  The cost for dog licenses in 2008 is the same as least year: $3.00 for

spayed/neutered dogs & $8.00 for dogs which have not been spayed or neutered. All dogs

5 months or older must be licensed.  Town ordinance allows only two dogs/residence. Dog

licensing information is contained in the Fall Newsletter.  See the "Taxes/Dogs Info." page

on this site.

 

TOWN HALL UPDATE:  After almost 7 years, the town hall has been repainted.  The Town

Hall has been up and running since April, 2001!   We have established regular office hours:

Monday, Tuesday, Thursday and Fridays from noon to 5:00 p.m.  Our Zoning Administrator,

Tom Verstegen, has set regular hours as follows: Mondays & Tuesdays from 5:00 to 7:00 p.m. 

The Building Inspector, Dave Frank, will be in the office on Tuesday evenings from 6:00

p.m. to 7:00 p.m.  The old Town Hall is gone, as well as the old garage.  Our flagpole and

flags are in place. The Town Hall sign is in place and landscaping has been done.  Automated

doors were added in 2006. The Town Hall is used exclusively for civic and educational functions

at no charge.  We do not rent out the Town Hall for private parties at this time.

 

SANITARY DISTRICT PAYMENTS:  To accommodate residents wishing to drop off their user

fee payment, a drop box has been installed on the entrance door of the Sanitary District

Office. The Sanitary District Office is located at 6283 County Road R which is at the corner

of Black Wolf Ave. and County Road R.    Office:  (920) 233-2901;  Tony Putzer, Bookkeeper

CHECK YOUR FIRE NUMBER: It is important to have your fire number posted near the road

at the front of your property. This is particularly important for emergency personnel who,

when responding to 911 calls, can locate your quickly with as little difficulty as possible. 

Please check to be certain your fire number is clearly posted. In the event yours is

missing, damaged or faded, contact the Town office at 688-1404 as soon as possible.

 

MEETING DATES:  The Town Board meets the second Monday of each month, 7:00 p.m. 

The Planning and Zoning Committee meets the first Tuesday of each month, 6:30 p.m.,

unless there is a public hearing. Public hearings start at 7:00 p.m.

Check the posting board for specific times for each meeting. Other committees meet as

needed.   Meeting notices are posted on the three posting boards around town and at

the Town Hall.  See the "Meeting Calendar" page for more information.

 

GET INVOLVED:  The Town of Black Wolf is always looking for volunteers interested in serving

the community. We are always looking for neighbors interested in serving on our Planning

and Zoning Committee, Board of Appeals and Long Range Planning Committee, or lend a

helping hand at the polls on voting day when there is an opening. Positions on boards

and committees are filled by appointment of the Town Chairman, and voted on by the

Town Board. If you have an interest in serving in one of these capacities, please drop us an
