GARBAGE/RECYCLING COLLECTION: 

2010 HOUSEHOLD HAZARDOUS MATERIAL SCHEDULE: The Winnebago County Household Hazardous Materials

Collection Facility has provided information on hazardous materials as well as a calendar/schedule of the dates and

times hazardous materials are accepted at their facility.  This information is available at the Town Hall.

 

GARBAGE/RECYCLING COLLECTION:  Veolia Environmental will be the hauler for 2010.  The collection day for the

entire town is on Wednesdays for both recycling and trash.

The Special Assessment for 2009 will be $118/household/year plus an additional $40.00 for each cart you received.

The Town Board voted at its August, 2009 meeting to select Toter, Inc. as its cart vendor.  The letter to residents

gave a choice of cart sizes: 35 gallon, 64 gallon and 96 gallon sizes.

Toter does not make a 35 gallon size, but will provide a 48 gallon for those who wanted a smaller size cart

for garbage or recycling. The design shape will work better than the tall, narrow 35 gallon cart. The Town

Board chose a navy blue granite base for both carts, with a blue lid for recycling and a black lid for the

garbage carts.  The carts should be here by mid-September and delivered to homes before the October 7th

collection date.

Information on single stream recycling and garbage collection will be provided in a letter to residents which

will be sent out in early September. Once the carts arrive residents will no longer have to sort their recyclables

as paper and co-mingled products can be combined loosely in the cart marked "Recycling".  Garbage will still be

put in garbage bags, but the bags must fit in the "Garbage" cart.  Collection of garbage and recyclables will be

on Wednesdays for the entire town starting October, 2009.  The first collection day will be Wed. Oct. 7, 2009.

 

    Recycling Guide      

 Pl Plastic bags should not be used at any time with the new single stream program.  Plastic bags wrap around the processing equipment. These include the bags you receive from retail grocery and other stores. Mix ALL of these recyclables loosely in your RE R   CYCLE ONLY container.

SPECIAL TOWN BOARD MEETING: The Town Board held a special meeting on Thursday, July 3rd to discuss the garbage and recycling collection in the town, including carts and changes needed by going to single stream recycling.  The following is the letter explaining the changes in collection services.

Town of Black Wolf Residents

            Re:  Changes to Recycling and Garbage Collection

The Town Board voted to make changes to the recycling and garbage collection starting this fall.  Two 65 gallon carts* will be provided for each residence: one for recycling items and the other for garbage.  Carts are needed to use with the automated collection system our hauler, Veolia Environmental, has begun using this year with other municipalities in Winnebago County.  

Recycling: Single stream recycling (which lets you combine paper products with glass, aluminum, plastic, etc. in one container) began July 1, 2009. When recycling carts are delivered, recycling items should be placed loose in the carts, not in bags.  Items in blue or clear bags will not be accepted by Winnebago County after December 31, 2009, and bags will not be picked up by Veolia.   

Garbage: Carts for garbage have also been ordered. Since garbage goes into the landfill, it can still be put in bags, but the bags must be placed in the carts.  Any bags placed along side of the cart cannot be picked up by the automated arm system on the hauler’s truck.

Pickup day: Black Wolf garbage and recycling will be picked up on Wed., once the carts are in place. 

*Three cart sizes are available: 35, 65 and 96 gallon.  Samples of the 65 and 96 gallon carts are at the Town Hall.  The town will provide two 65 gallon carts to each residence unless the form below is filled out and returned to the Town Hall Office before July 31, 2009.   The cost for each cart is $40, regardless of size, and the charge of $80 will be put on the 2009 tax bills as a one-time fee.   

We hope that the carts will be delivered by October, 2009; however that will depend on the vendor. The vendor will deliver the carts to each household.

PUBLIC HEARING - GARBAGE & RECYCLING COLLECTION:   A public hearing was held on Monday,

March 16, 2009 at 7:00 p.m. to discuss the proposed changes in garbage and recycling collection in

the Town.  A representative from Winnebago County was present to discuss single stream recycling and

give the County's perspective on this matter.  Draft minutes from the public hearing are below.

DRAFT MINUTES FROM PUBLIC HEARING ON PROPOSED CHANGES TO GARBAGE COLLECTION

AND SINGLE STREAM RECYCLING - Monday, March 16, 2009 

            Chairman Frank Frassetto called the meeting to order at 7:00 p.m.  Members of the Town Board were present along with the Town Clerk.  Chair Frassetto noted that Dave Tellock from Veolia was to be here to answer questions tonight, but he is sick and unable to attend.  The Board will try to answer questions on his behalf.  He advised that Jennifer Semrau from the Winnebago County Solid Waste Management Board was able to attend the meeting and answer questions from the County’s prospective.  Chair Frassetto continued saying right now the Town is looking at two issues:  one is single stream recycling: all recyclables combined together at one time, rather than break it up with paper one pickup and glass-plastic-cans on the other pickup.  The other is a change in our Monday-Wednesday pickups: The entire Town will go to a Wednesday pickup. Dave Tellock was at a Board meeting a few months ago and explained that with single stream recycling and other automation they are instituting into their system, they will pickup the Town of Black Wolf in one day.

            Chair Frassetto said tonight we will be compiling feedback from residents; there will be a County meeting on this next week, Tuesday March 24th.  In the coming months we will be making a decision on where we need to go.  One other issue has to deal with the containers themselves. A couple of different options were given: one is the Town purchases them, another is that we rent them from Veolia, or we will wait to see if the County will do bulk purchasing of carts.

            Chair Frassetto called on J.Semrau to let us know what is happening on the County side and then we will open the meeting up for questions.  J.Semrau introduced herself and stated she is the Recycling Manager for Winnebago County. She works at the facility where the Town’s recyclables come to at Hwy. Y and Jackson Street. They deal with the processing side of things; Veolia handles the hauling and transportation side of things. Winnebago County started on the path for single stream recycling about 3 years ago. They were experiencing some competitive challenges amongst other service providers in the area; there were communities within the 3 County system: Brown, Outagamie and Winnebago Counties. The three Counties work cooperatively on their solid waste and recycling programs and have since 2002. A few years ago municipalities within the 3 Counties began getting requests to offer single stream processing; currently we have dual stream processing. Right now all cans and bottles are transported to Brown County in Green Bay and the paper goes to Outagamie County in Appleton. Basically a lot of research was done to see if single stream was the right future for us. We did decide to build a single stream recycling facility which is taking place now in Appleton. We will go from 2 processing facilities to 1.  Part of the reason for the new facility was both existing facilities were aging and in need of significant repairs; we were at a cross road where we needed to decide if we should invest several million dollars in the existing facilities in dual stream, or, make a change to new technology and single stream processing. Another reason is that the new facility will be able to take both single stream and dual stream materials; we can take materials generated from both types of programs. The reverse was not true; we could not take single stream from communities that switched to that type of collection.  Our goal is to meet the needs of the communities that we serve; most communities will be served by offering single stream processing.  The new facility will go live on July 1, 2009; construction has been going well.  F.Frassetto asked if all communities are moving in the direction of single stream and if it is being driven by the waste haulers; is it being driven by Winnebago County?  J.Semrau could not speak on behalf of the haulers, but as far as the County, it is not mandating or forcing anyone to go to single stream; a community can stay with dual stream recycling as they will still take the material and process it. When it arrives at the facility they will no longer keep the paper separate from cans and bottles; even if it is collected dual stream at the curb, once it gets to our facility it will be mixed up with other single stream collection and transport it all together to Appleton.  Once it gets to our doors we will make it into single stream, but as far as how it is collected is up to each municipality; in addition, some communities are in the middle of their contract with the hauler.  The County is not mandating or enforcing a switch to single stream recycling at this time. T.Herzing clarified that garbage cannot be mixed in with recycling materials; we will still collect garbage separately. It’s the mixture of cans, bottles and papers that is single stream; and Wednesdays will be the day for collections starting July 1st. 

            J.Semrau said plastic bags are an issue with the processing of recyclables; they have been for a number of years and this has been addressed at past meetings.  We have given reasons why using bags is not in the best interest. Currently there is a de-bagging operation which takes place; when we joined with the other two Counties for our recycling, Brown County has always been a “loose” community-they use a reusable tub or tote and all recyclables are put in there loose.  Brown County did not have the capability to deal with plastic bags.  The current de-bagging operation was described; inmate labor is used. The plastic bags themselves cannot be recycled; in the beginning it was thought they could be recycled but that is not the case.  The bags become contaminated and deteriorate in the process of being recycled; they create a waste issue. There is a market for clean bags like the ones from a grocery store, that is different. If we eliminate the de-bagging operation that cost could be passed onto the communities; the saving is estimated at $2.50/ ton on the recycling processing fee if the de-bagging is eliminated. A long term goal has been to get rid of the blue bags; many communities are going to single stream using carts which eliminate bags.  Paper bags are ok; the problems with plastic bags were described.  She explained that using plastic bags for trash is not a problem as they end up at the landfill; using plastic bags for cans and bottles is what they want to get away from.  J.Semrau said most communities are waiting for the County to go to single stream.  In Brown County there are 3 communities that have gone to single stream. In the future many communities will go to single stream once the County can accommodate it. The City of Oshkosh will go to automated single stream this year.

            F.Frassetto opened the meeting up for questions.  He explained we are taking comments or questions tonight; no decision has been made as of yet by the Town Board.

Gerald Kleser, 6398 Hwy. 45 asked if the Wednesday pickup could be talked about or is it a done deal.   Is it mandatory that everyone to belong to the recycling; do we have an option per address. He said some people are only here for the summer but they have to pay for all year. He has 2 homes on 1 property; one is not being used. Why if it is mandatory does he have to pay for 2 houses?   F.Frassetto said we are not changing anything beyond the day of the pickup.  T.Herzing said it was Veolia who asked for the change to a single day.  B.Keller was told Kleser would prefer a Monday pickup because usually Wednesdays and Thursdays he is not here.  If a can is out there it can get blown away or go on the highway and get destroyed.  E.Chmielewski added that Veolia has already changed collection days with other communities they pick up, starting on January 1st.  With other communities already making a change, Wednesday was the day they wanted to pick up in Black Wolf; they will be bringing in 2 trucks on Wednesdays.

            Vera Williams, 6393 E. Decorah said she hasn’t brought out a can in years; she backs out with her car, putting garbage bags in the back.  What are you doing for senior citizens; there is no way she can haul cans across the snow to the driveway. Will they pick up if we make special arrangements?  Where can we put those cans?  She will need volunteers to help her.  F.Frassetto said there is another size cart, a 35 gallon size.

            Kay Krause, 6769 County Rd. R asked when the contract was up with the hauler. F.Frassetto said in January, we just went through it. The contract was basically the way it was the year before.  E.Chmielewski noted we gave them a 6-month extension through the end of June, 2009.  When asked if recycling was mandated, J.Semrau said yes, it is a State law, Chapter 287.  In addition each responsible unit, of which Black Wolf is one, had to develop its own resolution which outlines the law and how they set up their program.  K.Krause said she can take the containers out, but there are a number of seniors who live here, with long driveways, what happens if a person cannot recycle-we are one of the forefront recyclers in Winnebago County for the townships.  If we are forced to make some of these changes, and slide backwards, what happens if we end up with more recycling in the garbage-is that identified? Will that come back against the township and will there be penalties.  She did not feel the containers were a viable option. J.Semrau said this in not unique to Black Wolf; other municipalities have disabled or elderly residents, or long driveways. The City of Madison has addressed this; it is on their web site.  If a resident has a slip from a doctor, the hauler goes up to the home.  It is not the most efficient, but most homes can be picked up without doing this. She cannot speak for Veolia, but knows there are options other communities have used. As far as additional recycling in the trash, they want to promote recycling.  Research has been done and communities that have switched to single stream have seen increases in their tonnage. Part of that is that they are given a larger recycling container; instead of putting a bottle that doesn’t fit in a bag into the garbage, they will put more in a larger container. Statistically they have found increases from 10% to 30% of additional tonnage by going to single stream.  There is also a convenience in not having to separate cans, bottles and papers. There might be some cases, but on a whole recycling tonnage increases.

            Paul Voss, 6902 County Rd. R said he still has the original container from the Town. As far as recycling goes, he only puts things out once a month or more. As to  garbage in winter time, he goes 2 weeks for garbage; summertime is more.  When we go to this, will he have to push the cart out every week or only when it is full?  F.Frassetto said right now we are paying for every week collection, but it would be up to the individual when he puts a cart out. T.Herzing added that you would not save anything by not putting carts out each week.

            Cindy Lamson, 6737 County Rd. R asked if we opt out, if we do not opt into single stream, other than going to one day/week pickup does anything change.  Does the pickup and recycling remain the same?   T.Herzing said it remains the same except you cannot use any color plastic bags for recycling items.  As to the cost remaining the same, F. Frassetto said in July we will renegotiate the contract; there may be some increases.   R.Keller said it will depend on how the cans are supplied.  F.Frassetto noted the hauler is trying to automate its collection and become more efficient in its operations.  If you have a number of communities going single stream and going with containers, but then Black Wolf doesn’t, we may have to pay a different fee; we don’t know.  J.Semrau added that Veolia charges for curbside pickup.  The Solid Waste Management Board wants to get away from bags but they have not decided how they will do that; July 1st is the date but they may give you until the end of the year; at some point they will say this is the date recycling bags will no longer be accepted.  Whenever that decision is made by the Board, if there is a community that is still using bags, it would not make much sense for that community to pay for the de-bagging operation.  Right now all communities in the County share that de-bagging expense. T.Herzing said Veolia indicated that they may not pick up bags. F. Frassetto asked if Veolia and Waste Management will be using the new facility.  J. Semrau said they will operate as they are doing now, bringing it to our facility and then it is put in larger trucks and transported north.  Some communities to the north might be handled in a different way if it makes more sense for them to take it to the facility directly. Black Wolf’s collection would go to Oshkosh, then taken to Appleton.

            Gohlke/Rucks, 1393 E. Black Wolf felt with a Monday pickup there are problems with 3-day weekends. F.Frassetto felt that might be a reason for going to a Wednesday pickup. He then asked about the increase in cost using containers, if the smaller size cost less, and was told they would run about the same.  J.Semrau explained why that was; if more people buy the larger ones the costs are divided up. T.Herzing added that it would be very complicated to bill each house individually depending on what size they chose; who would do the bookkeeping?  The carts will be billed at the same amount.

            Tony Putzer, 514 E. Fisk asked about the cart system.  J.Semrau felt that Veolia would have 2 trucks-one for garbage and one just for recycling. He asked what would happen if he needed more than one container, what Veolia would do.

            Tom Zellner, 7661 County Rd. R asked if we were locked into the contract until it expires and was told we are in it until June. He talked about re-bidding now. F.Frassetto said we would not wait to re-bid until July 1st.  T.Zellner’s concern is the cost of getting rid of garbage; he doesn’t care how it gets taken, just as long as it is taken from the curbside. He doesn’t feel he should pay a premium price as his garbage is not premium; he wants to keep the price down.

            Don Gantner, 6103 County Rd. R talked about having a 30 gallon cart now; he never used plastic bags and this is working fine for him. He is happy with what we are doing now, using the 30 gallon drum.

            Franz Gaertner, 5648 County Rd. R asked about different color bags. He never used bags and always used a can; paper was separated. Garbage was in white bags. He was told garbage is ok in plastic bags; just the recyclables cannot be put in those bags. T.Herzing said he can use his can unless and until the hauler goes to an automated system, then he has to use one of the carts displayed. There would be 2 carts; garbage and recyclables would not have to go out every week, but the price would be the same.

            Mike McCormick, 4765 County Rd. R asked about feedback from other rural communities with the automated pickup.  J.Semrau said right now the City of Menasha uses the automated pickup. There are other communities outside of Winnebago County and she would be happy to provide numbers to the town about this. E.Chmielewski added that when Veolia came to our meeting, they noted areas to the south of town, Friendship and Fond du Lac and others who have been using single stream for years; they too have long driveways, rural areas, similar to what we have and the recyclable totals have gone up.  J.Semrau talked about Waste Management who uses the automated system now.

            Steve Labus, 5716 County Rd. R talked about the town opting for single stream or not. He felt single stream would make it easier then remembering if it is a can or paper day; it won’t matter anymore. He asked if the town would go with eliminating plastic bags for recycling and was told that is what Veolia wants us to do. With Veolia offering single stream he felt it was to improve their cost risk ratio, making them more productive and effective – why do we pay $3.45 additional/month to make them more effective. F. Frassetto said we would have to get an answer to that.  T.Herzing said the $3.45 increase is the difference between having and not having the carts.  R.Keller clarified that for the $3.45 each household would get 2 carts, one for garbage and one for recycling.  He felt if he lives here for a number of years, he would be paying more in rent than he would for owning a cart.  F.Frassetto said it wouldn’t make a difference as to what hauler we use; they use the same type of cart for collection. D.Tellock said these cans are very durable; they are used for commercial also.  S. Labus would go to automated if there is a benefit. J.Semrau said the trucks used for automated pickup are more expensive; there are higher maintenance costs but there are reduced worker comp costs because of fewer injuries. It is a safer system; sanitary workers are among the 10 most dangerous jobs according to OSHA. This will maximize collection routes; there are advantages in going automated. The size of a 35 gallon cart was described; it is similar to a regular garbage can.  She added that Winnebago County is working on specifications for cart purchases.  The City of Oshkosh and Menasha will purchase carts; we are working on a competitive price. If you buy the cart, you own the cart. If Veolia owns the carts they will replace the carts if damaged. In talking with dealers, the carts from the County will be about $40-$45 each. The dealer will hold their prices for 90 days, and the price remaining firm for 1 year. The timeline varies by vendor. Carts will have a 10-year warranty.

            Lee Maas, 84 Bayberry Ln asked how clean the carts are, do they get dumped in the top?  Does the stuff blow around?  J.Semrau said some carts have a lid latch to keep it from opening but a 35 mph wind will not blow open the regular cart.  He asked about dealing with trees and limbs, but was told the vendor would have to answer that question.

            Gary Blust, 5060 Lake Rd. said it sounds like we will be going to the automated pickup and was told a decision has not been made. G.Blust likes the way it is.

            Randy Horowitz, 5933 Hwy. 45 felt on windy days the garbage will be scattered around when you go to work and leave carts out there. He felt the carts might even have to be replaced once or twice a year; people might take the carts.

            A suggestion was made to put minutes from this meeting on the website; this will be done. 

            Carol Thomas, 6584 County Rd. R asked about the existing cans and what do we do with them. F.Frassetto said this might be a question for the hauler.  J.Semrau offered suggestions including recycling them. The City of Menasha uses a company that will take them. We can get more information on this.

            Karen Beckstrom, 4626 Sandy Beach Ln. asked how we will be billed if we go to single stream and get two carts; would it be like the Sanitary District billing every quarter?  F.Frassetto explained we will do what we are doing now, the amount will go on the tax bill; the whole town pays for garbage collection.  She wants to know what amount she will be billed.  F.Frassetto said this will be discussed at the Budget meetings, from September to November when it will be presented to the town.  K.Beckstrom likes the way it is being done now.

            K.Krause asked if we go to single stream, will we have to have a container for both garbage and recyclables. What about the contract being renegotiated?  J.Semrau clarified we could go to automated pickup, with carts, or just go to single stream recycling mixing paper with plastics and glass, but eliminate plastic bags.  It is really up to the Town for what it wants to do.  In theory you can do one or the other or both. K.Krause heard that if we go to single stream automated, we would have to do our trash in one container, and recycles in another container. Because they are picked up by two different trucks, can we continue with trash pickup as it is being done now, and just go to single stream automated with one container for recycling. R.Keller said that is an option we have to discuss with our vendors, when we do go out for bid; what kind of options can they give us.  K.Krause said she wants to see the price kept down.  If the contract is re- negotiated in July, and there is a price increase, will we see an increase in July regardless of what was budgeted for this year?  F.Frassetto said we went that additional 6 months and will probably do an additional 6 months, then get back into sync.  R.Keller said our hauler did not say they were going to a fully automated system immediately, it is semi- automated but something they want to get to. It would not be automated by July 1st.

            Gohlke, 1393 E. Black Wolf asked for a show of hands asking those who are happy with the collection now.  Changing to automated single stream and keeping collection the way it is now was asked.  Single stream recycling and keeping the garbage the same was the majority.  Gohlke, 1393 E. Black Wolf asked if we would need new carts if we changed haulers and was told no. J.Semrau said they are standardized.

            A resident asked if she could still use the container the Town provided years ago for garbage as she often puts out 2 cans with garbage. T.Herzing said right now she could. She then asked if she orders the small size and finds out it is too small, would you exchange it for a smaller one?  F.Frassetto said it would depend on if we buy them or rent them; right now we do not know.  J. Semrau said in areas where they buy carts, people underestimate the size they need. There are cart exchanges in some areas. The resident did not feel it is efficient to have 2 trucks coming around; F.Frassetto said we have 2 trucks coming around now, 2 days/week.

            T.Zellner asked about the cost of buying carts compared to renting them.  Would Veolia’s price go up to compensate the difference of not renting?  He felt their rental price was to make a profit.  We do not know the cost for the 3 options talked about. The best thing would be to get the best pickup for the lowest price. R.Keller talked about the bid from Veolia and the difference if we did not rent the carts: $11.98 if we rent and $8.53 if we buy carts.  The cost of a cart from the County would be $40-$45 each.  He asked about keeping the collection the way it is now, but added he would like to know what the prices will actually be. He asked about putting the carts out, even if they are leaning and was told that as long as the carts face the road they can be picked up.  F.Frassetto felt snow removal and garbage collection are the 2 most important items.

            Vera Williams felt going to automation would put someone out of work.

            Jan Eddingsaas, 7846 Hwy. 45 asked if the recycling carts have divided compartments and was told no.

            A comment was made about the size of the carts and possible problems in the winter getting them over snow drifts; the smaller ones can be carried over the snow.

            R.Keller asked about the costs for recycling materials going down; has there been any discussion at the County level?  J.Semrau said typically there are wave patterns; this is not a unique situation and it doesn’t matter whether there is dual or single stream. The collection amounts went down in October of 2008; we are still in a low valley. We have to deal with it until it comes back up.  When asked how that affects what the Town has to pay, J.Semrau said it affects the tipping fee.  In the past we had an excess of money and in 2008 we had a surplus again.  2009 will be hard to predict; we set the tipping fee for the entire year and it is reconciled at the end of the year.

            Cindy Lamson said she is not opposed to single stream recycling but does not want to go to an automated pickup; this will create a hardship for older people.    

            F.Frassetto talked about the appliance pickup we had a few years ago; we called for a special pickup for large items.

            A resident asked about picking up carts with the snow banks we have; if the road isn’t plowed, what will happen.  F.Frassetto said we will have to ask our hauler.

            Barbara Brown, 3802 E. Elm talked about the bad snowstorm recently and how the driver was upset about having to walk to get to the garbage. What will happen now?

This question will be asked of the hauler. F.Frassetto talked about the smaller roads in the town and working with accumulations of snow.  These questions will have to get answered.

            T.Zellner talked about government forcing things on people; once they do it you won’t hear about it.

            K.Krause said in Fond du Lac County they put containers out by the street; this blocks traffic and is difficult to get around.

            A resident asked when a decision will be made.  F.Frassetto said we will be talking to Veolia and this should be on the Town Board agenda; most likely Dave will be at that meeting.  It will probably be the May meeting.

            A resident asked J.Semrau about the numbers on plastic containers and was told most bottles are number 1’s and 2’s.  3 & 4 are no longer banned from the landfill. They can also take paper products which were once banned.  She added once you make a change you need to be committed.  When asked about cardboard, J.Semrau said you need to keep bundles about 3x3 for the conveyor; it should be cut up and not wedged in carts.

            There were no further questions or comments.
